"Coaches or other team officials, one at a time, may provide tactical advice to their players, including positive remarks and encouragement."
Referees are instructed to take action against coaches or other team officials for irresponsible behavior or for actions that bring the game into disrepute. See Law 12 of the Laws of the Game.
Referees are encouraged to take a three step process. By no means does this imply that a referee must take this three step process. The referee may immediately expel a coach or team official.
The three step process is:

Ask the coach or other team official to alter their behavior.

Tell/Warn/Caution the coach or other team official to alter their behavior. (Display the Yellow Card)

Dismiss/Expel the coach or other team official. (Display the Red Card)
