The USSF Referee program is administered at the state level. Large states are split. In our area the USSF Referee Program is administered by the California North Referee Administration (CNRA) by a State Referee Committee (SRC).
California North Referee Administration
Manages USSF Referee registration, certification, promotion and education in Northern California. They represent and work on behalf of referees. CNRA manages and trains referee mentors and referee coaches. CNRA uses education resources provided by USSoccer - The Learning Center

Affiliated Leagues
Many soccer organizations are affiliated with the United States Soccer Federation. For example:
- local leagues can be affiliated with US Club Soccer, which in turn is affiliated with USSoccer
- local leagues can be affiliated with United States Youth Soccer, which in turn is affiliated with USSoccer
- example: California Competitive Soccer League
- local leagues can be affiliated with SAY Soccer, which in turn is affiliated with USSoccer
- example: San Francisco Youth Soccer
- local leagues can be affiliated with AYSO, which in turn is affiliated with USSoccer
- local leagues can be affiliated with California Soccer Association , which in turn is affiliated with USSoccer
- example: Palo Alto Adult Soccer League
Affiliated leagues can choose to have their own Referee Programs or use the USSF Referee program. or use both. Two programs that have their own referee programs include:
- AYSO (uses only AYSO trained referees)
- SAY Soccer (uses both SAY trained referees and USSoccer registered referees)
